He dressed as a an old fortune teller lady and asked to see the young, single women. I think one of the reasons he does this was simply to make a scene and mess with some of the minds of the women, most notably Miss Ingram. Her reaction after speaking to him shows that she was greatly annoyed, and he tells Jane that one of the things Rochester told Miss Ingram was that he was not as rich as she assumed he was. This shows that he is not so fond of her as his other actions have implied and suggests that one of the reasons he dressed up was to mess with her a little and drive her away, making her less likely to marry him. I also think he dressed up to mess with Jane a little and try and get her to admit her love for him. He was constantly provoking her and asking her questions about love, whether she was happy, and also about himself.
One of the things Rochester learns while dressed up is that Jane is very stubborn and not at all willing to admit that she has feelings for Rochester, even when she though he was the sibyl. She also tells him, after finding out who he his, that the stranger mason is in the house.
